Bill allows semi-automatics with limited rounds in D.C.

D.C. Council member Phil Mendelson says he will propose regulations Tuesday that would legalize semi-automatic handguns in the District because the stopgap legislation the council passed in response to a Supreme Court ruling "would not stand up to judicial scrutiny."

"The Supreme Court has spoken, and we have to act accordingly," he said. "We are still going to have a strong gun control law."

Mr. Mendelson, at-large Democrat, said the bill will refine the city's definition of machine guns by using wording from other jurisdictions and the federal assault-weapons ban, which has since expired. The bill also will cap at 10 the number of rounds a semi-automatic gun magazine can hold.

The bill would undercut two federal challenges to the law: a bill in the U.S. House to be considered as early as Tuesday that would relax gun-control regulations in the District, and a lawsuit in U.S. District Court filed by Dick Anthony Heller of the District v. Heller Supreme Court case.

A ruling on the Heller case in June struck down the District's 32-year-old ban on handguns but did not address the city's broad definition of a machine gun, which effectively bans most semi-automatic pistols.

Well, at least there will then be a thriving market for all those ten-round 9mm and .40cal pistols produced between ‘94 and ‘04

I'm sure that Heller II can be updated to challenge the standard-capacity magazine ban. It would be sweet to fast-track that to the USSC, and get it knocked down nationwide.

Ten round? Limited capacity also includes ONE round, you know... You will be allowed to have a semi-automatic with a single round magazine... if these guys really have their way.

Good luck with that ... even they get a president to sign it into law, it will be struck down, considering the Supreme Court has already rendered a decision.

Huh? The article starts out talking about semi automatic hand guns and then switches to machine guns? Is the media again trying to imply that they are the same thing??

I saw no mention of the registration requirement (or the elimination thereof). I imagine the city will keep this in place. If so, they still aren’t recognizing RKBA as a right. Rights do not need the permission of government to be exercised.

What good is the ability to fill the air with lead if you can’t hold the gun comfortably?

D.C. law (1976 to Heller+) defined semi-autos w/magazine greater than (memory here?) 10 or maybe 7 rounds as a "machine gun".

Ever try a Browning High Power with the original grips? It’s reknowned for being a good gun for those with small hands, and it’s a double-stacker. 13 is the base capacity, 15 without sticking out of the grip, 17 if you’re willing to add 1/2 an inch to the bottom.
