You have to send in proof of citizenship with the application. If Obama didn't have a birth certificate then he would have had to provide proof of naturalization, counsular report of birth abroad, or certification of citizenship.
I didn't say he didn't have one, I said maybe they didn't look close enough at the one he presented.
