Yes. As in your #1, require every American to re-register to vote before the 2010 election. Require a birth certificate (or naturalization papers), proof of residence and a photo ID.

I’m thinking of not shaving from now through 11-5, voting at 7:00 am here in California, dressing in a creative way, flying to Cleveland, and voting multiple times using multiple names and multiple park benches as my address. I’m hard pressed to see how that particular fraud could be detected.

And a notarized essay/thesis on why capitalism is morally superior to other systems both applied and theoretic, and why a constitutional republic is superior to and different from a democracy.
You fail *either* of those, you go sit at home watching your TiVo'd Dancing with the Stars show while the Americans vote.

Which would bar Obama from voting because he refuses to show his actual Birth Certificate; to-date, he's only shown a 2007 print-out of his "Certification of live birth," not a notarized vault copy of his "Certificate of Live Birth." BIG difference.
