Without reading the whole article, if the gun purchaser is only buying because he's afraid they will be outlawed, it sounds like these are his first guns. If he is only now preparing for self-defense, where has he been? And, what does he foresee that he'll actually need to defend himself?

Those are some good questions. I look at my new purchases as investments. As long as they are good working order I can see them appreciate over time if certain policies are enacted.
Plus, I would rather have them and not need them then not have them and need them.

Then read the whole article......Firearm purchases by existing firearms owners are increasing due to the threat of future laws restricting such purchases.........
