Well, it give His Usurpness the opportunity to show that he makes the trains run on time. Also, a mere glimpse of him is enough to heal the sick, and pay the mortgages of the poor. It's a healing tour.

Reminiscent of the first Clinton inaugural when he rode from Monticello to Washington, retracing the journey of the real Jefferson--Thomas not Billy Blythe. 'Rats are good for nothing if not banal and contrived theatre.

If I remember correctly, Abe had a little trouble getting through Baltimore in 1861. Actually, good ol' Honest Abe never made it to Baltimore. His security people got word of a plot to harm him in Baltimore. So Honest Abe donned a disguise and switched trains in Harrisburg, and rode unmolested to Washington.
Things were not so nice for his family though whom he allowed to continue on for an unpleasant ride through Baltimore. What a swell guy that Honest Abe was.

OK, he's gonna do the train thing.
Then, call for volunteers? I never really thought of us as "combinations too powerful to be suppressed by the ordinary course of judicial proceedings or by the powers vested in the marshals by law", but I suppose if you're gwine ta do the whole Lincoln thing, that's a logical progression.
