It doesn’t matter if Blago was talking about invading Missouri with the Illinois National Guard if he never does it. He’s just TALKING.He can seize and hold St. Louis without resistance but he'd best not try to advance further.

Can you tell me what Illinois law would be broken if he had actually sold the seat? The whole act is unseemly, but I don’t know that this act, if it were to have gone forward, would have been illegal.
If it wouldn’t be illegal to commit, then it can’t be illegal to conspire.
