US Senate Democratic leader drafts lead bill on energy, emissions

A bill calling for the US to reduce its dependence on foreign oil and to require reductions in greenhouse gas emissions is among the first 10 pieces of legislation that Senate Majority Leader Harry Reid intends to introduce soon to reflect his top legislative priorities.

Reid's "Cleaner, Greener and Smarter Act of 2009" calls for "diversifying and rapidly expanding the use of secure, efficient and environmentally friendly energy supplies and technologies," according to a draft obtained by Platts late Tuesday.

The measure also proposes "requiring reductions" in emissions of greenhouse gases in the US and "achieving" such reductions abroad.

Other draft bills also deal with the priorities of the Nevada Democrat, as well as the incoming Obama administration, for US economic recovery, healthcare, education and homeowner relief, though the documents are simply starting points that reflect the "sense" of the Senate regarding the need to act, and they do not contain details yet for achieving the goals.

"Our bills...will likely be introduced soon, but they are all shell bills that will be expanded and amended," Regan Lachapelle, a spokeswoman for Reid, said of the drafts obtained by Platts. "They are all separate bills. They are our top 10 priorities for the year."

Among its other goals, the energy bill would make and encourage "significant investments in "green-job creation and clean energy across the economy," and diversify and expand the use of "secure, efficient and environmentally friendly energy supplies and technology."

In addition, the bill would act against "volatile" energy prices through "better market oversight and enhanced energy efficiency standards and incentives, and it would end "wasteful and unnecessary tax breaks and giveaways that fail to move the US toward a more competitive and cleaner energy future."

Another goal aims at "transforming" energy infrastructure, including "transmission grid modernization and transportation sector electrification."

President-elect Barack Obama has called for $150 billion in federal spending over 10 years to support advances in biofuels, hybrid-vehicle technologies, electricity from renewable energy and low-emission coal power plants.

Obama has also called for adding $25 billion to the Low-Income Energy Assistance Program and doubling to $50 billion a Department of Energy program that provides low-interest loans for retooling auto manufacturing plants so that they can build more fuel-efficient vehicles.

Now, how can the US Senate demand that the US achieve reduction of greenhouse gases “abroad”??

Bring the Army home from Iraq to reduce its carbon footprint? Install solar panels on our aircraft carriers?
Require that the USAF purchase emission credits (from AlGor’s investment compnay) before it flies combat sorties?

I guess we will have to quit importing from those sources, like Canadian Oil Sands.

Bill #1: Don’t buy foreign fuel.
Bill #1 Rider #1: Don’t increase domestic production.
Bill #2: Ban coal. Increase gasoline price to $10/gallon.

Sounds like a real plan to me. A plan for the ruination of the US.

You don’t need the increase gasoline price in Bill #2.

Bill #1 will already achieve that and then some.

Agreed. But they are using a belt & suspenders approach to destroying the US economy. You need a fallback plan if Bill #1 doesn’t inflict sufficient damage.
