if they are not allowed to have armsn in port, then just pick up a crew of security men as you leave the port and drop them off before you arrive at port.

It is not clear whether the new anti-pirate force will have any expanded powers to battle pirates.So the Navy vessels will just cruise around but never actually engage the pirates?
