if they are not allowed to have armsn in port, then just pick up a crew of security men as you leave the port and drop them off before you arrive at port.

Why?

China and India have ships and different rules of engagement. They are not hampered by the laws we face.

Let them do it.

It is not clear whether the new anti-pirate force will have any expanded powers to battle pirates.

So the Navy vessels will just cruise around but never actually engage the pirates?
