Sure,it's called TV infrastructure. What the Commie Chinese allowed the TVs to show. Just like with the old Soviet Union, their people were doing so well, on TV. Then we found out how well they were really doing, when the country fell face down in the mud. Turns out, not so well.

Same with China. The government factories and the infrastructure around that is just OK, but most of the country, about 95% of it, lives in grass huts, walks around in rags, no electricity and no running water. Didn't you see the photos of all those huts squashed in the Earthquake, before they forced the TVs out of the area? There is still something over 5 million living in cardboard boxes from that little failure of infrastructure.

Infrastructure is a liberal joke word for government make work jobs.
