Of course! But don't your recall Obama commenting in his campaign about how China was so ahead of the U.S. because of all they're so called "infrastructure"?
Same with China. The government factories and the infrastructure around that is just OK, but most of the country, about 95% of it, lives in grass huts, walks around in rags, no electricity and no running water. Didn't you see the photos of all those huts squashed in the Earthquake, before they forced the TVs out of the area? There is still something over 5 million living in cardboard boxes from that little failure of infrastructure.
Infrastructure is a liberal joke word for government make work jobs.
