I just called the White House Curator's office, and they said the portrait is of Benjamin Henry Latrobe, an architect (Capitol Building) who worked with Thomas Jefferson. Here's a link to his Wikipedia page:

It's interesting to note that I tried to call the main switchboard at the White House and could only get a recording promoting Obama's Freedom Corps. It told me to stay on the line if I wanted to speak to an operator, but I kept getting kicked back to the recording asking me if I was calling about the Freedom Corps. They must have fired all the live help, or they were all away from their desks saying their Muslim prayers. I hung up and called The White House Historical Association. They gave me the number for the curator's office.
