He did not "win" as much as he was pronounced the winner on January 29th after the FL primary.
With only 7 states voting and totaling little more than 25% of the vote at the time, he was crowned as our candidate.
More than anything else he simply waited till everyone else ran out of money. I voted for Hunter who hung in there till near the end by being conservative with what little money he had.
