Congratulations, you have just described exactly why government spending by definition can't work to stimulate anything except a politicians' quest for power. They will allocate capital for that purpose.

Palin supports the infrastructure spending that is in the bill, which is worthy for her state. As I said, she can support portions of the bill which help her state but argue against the entire bill as it stands now.
AND, these decisions about spending our hard earned are being made by a cabal of lawyers — very few Statesmen are left — who haven’t worked an honest day in their lives.
