However, even before winning the November 4 election, Obama unofficially used what experts call "track two" discussions to approach America's two foes in the region.

This came up on a rather dubious source a few days ago and was posted here. We all foamed at the mouth, but most of us thought it couldn't be true, because having a free-lance civilian or civilian group going out and "negotiating" with an enemy foreign power would be, essentially, treason.

But I guess that doesn't apply to Obama, our first foreign president. Maybe he's not held to American rules.
