Not only could the prisoners see San Francisco, they could hear it on a calm night. Imagine being in a cell on New Year’s eve listening to the celebrations and parties!
Yeah I think the Feds knew it would jack the inmates minds when they built in.
If there are really ghosts there then they should send the Gitmo scum there.
