From the UK - I think your comments are spot on.
It was a private conversation, the reference was to the players hair, and Carol is amazed anyone was ‘offended’.
At the most she should have a verbal warning - but they may well dismiss her.

Margaret Thatcher is loathed by the liberal/left in the UK. I think you have a strong point but it wouldn’t be provable.
I wish Thatcher was at the top of her game, sadly she is quite unwell. We need her or someone of her stature right now.
