WASHINGTON – Republican National Committee (RNC) Chairman Michael Steele today released the following statement concerning the executive order quietly signed by President Barack Obama on Friday ordering the use of union labor for federal construction projects:

“President Obama’s executive order will drive up the cost of government at a time when we should be doing everything possible to save taxpayer dollars. Federal contracts should go to the businesses that can offer taxpayers the best value – not just the unions who supported the Democrats’ campaigns last year. Quietly signing executive orders to payback campaign backers undermines Obama promise to change Washington. It is a disappointment for Americans hoping for more transparency and less politics as usual in Washington.”

You obviously have never dealt with unions, or seen their activities and such. They are very powerful, and would NEVER allow a new one to form.

I’ve worked around unions, but, no....I’ve never worked in a union. You’re probably right. I was just trying to think outside the box. NEVER is a long time, though. I don’t ever think or stick with NEVER. :-)

I have the great good fortune to live in a free state, one where union membership cannot be required.

Should that change, I’ll employ myself; but it’d be a cold day in Hell when I join a union!

I mean this whole package:

The first order repeals Executive Order 13201, or Beck Order, that required contractors to inform employees of their rights in refusing to pay union dues earmarked for non-collective bargaining activities, including politics and lobbying. In addition, the new order mandates that most federal contractors and subcontractors post and comply with a notice informing employees of their rights under federal labor laws or face consequences that could include losing the contract and being blacklisted from future projects. This order is effective immediately, although the Secretary of Labor has 120 days to initiate a process to determine the form and content of the rule.

The president also issued an executive order prohibiting federal contractors from being reimbursed for costs associated with educating employees about joining a union, including preparing and distributing materials; hiring or consulting legal counsel; holding meetings; and activities planned or conducted by managers, supervisors or union representatives during work hours. The Federal Acquisition Regulatory Council must enact this rule within 150 days.

The third executive order mandates that service contracts covered by the Service Contract Act include a clause requiring contractors to offer workers employed under a previous contract the right of first refusal for non-managerial and non-supervisory positions they are qualified for. Penalties for not complying with this order include paying back wages and the possibility of a three-year debarment from federal contracts. The Secretary of Labor must issue regulations within 180 days.

Although the executive orders raise a number of concerns for ABC and its members, the extent of their impact on ABC members will be unclear until the regulations implementing the orders are proposed. ABC will participate in the rulemaking processes for each order, and will provide timely updates on these and other executive orders issued by the Obama administration.

How does this play out in states that do not have labor unions?

Those states will be frozen out of any projects created by the stimulus (pork) bill. Also people living in those states will not be able to get government cheese and crackers.

Many conservative Americans are fearful that the Obama Administration will strip our nation of constitutional liberties. Some are worried that our Constitution will be abandoned and a dictatorship established in its place.

In the Book of Mormon, in its Second Book of Nephi, is a passage claiming to be a divine pronouncement that there shall be no kings in America, a teaching that many conservatives might wish were true, even if they think that the Book of Mormon is a pack of lies.

“But behold, this land,” saith God,

And the Gentiles shall be blessed upon the land,

And this land shall be a land of liberty unto the Gentiles,
And there shall be no kings upon the land
which shall raise up unto the Gentiles;

(The statement “And I will fortify this land against all other nations” is not a prophecy, but a promised blessing that I think we are losing because of widespread animosity against Christian values. The First Book of Nephi warns “... These things must shortly come; yea, even blood, and fire, and vapor of smoke must come; and it must needs be upon the face of this earth; and it cometh unto men according to the flesh, if it so be that they will harden their hearts against the Holy One of Israel.” The 2001 terrorist attacks on America, though partially fulfilling this warning, were human judgments on America that God did not intervene to prevent.)

Sec. 5. This order does not require an executive agency to use a project labor agreement on any construction project, nor does it preclude the use of a project labor agreement in circumstances not covered by this order, including leasehold arrangements and projects receiving Federal financial assistance. This order also does not require contractors or subcontractors to enter into a project labor agreement with any particular labor organization.

“I am not a lawyer but section 5 states that this only a suggestion.”

I’m not either, but I think this means “no specific union” but “some union” that falls within the union definition given earlier in the order.

Suppose an airline got a contract under this for hauling workers to a construction location: The pilots could be members of ALPA or APA but the contract could not go to a non-union airline.

A more likely example would be something like a Texas neo-WPA project going to a Peoples Democratic Republic of [fill in northern state of your choice] because all the local Texas construction companies were non-union.
