I think the job should go to the low bidder, but I also think if there are no enforceable rules about illegal labor and sub contractors not providing insurance and befits and proof of citizen ship. Then we should let china bid on the jobs and save some money.

Low bid goes to the contractors with the most illegals.

I don’t know about ‘unenforceable rules’, but illegal aliens themselves, even though they are employed illegally, are eligible here in the US for, and members of, most established unions, since unions are “international”. I wonder if they are paying union dues and receiving no union benefits.
