Someone who has to fill a quota and is ignorant of the firestorm his stupidity will create when the press, internet, whatever gets ahold of it.
It truly amazes me that in this day and age, some people are under the assumption that they won’t be caught out doing something stupid or illegal (boy-crazy female teachers, thug cops, asinine zero-tolerance addicted school administrations, crooked politicians), the list can go on forever — and the stupidity goes on forever.
