I think the 2nd guy should get 6 months. Apparently nothing was found in his locker or it would have been mentioned. The accuser says he did nothing but stand by and watch. And he may have been subjected to pressure by the veteran cop. Sure he should not have stood by and watched. But that is his crime, not rape or anything else.

Or to sell or to use to set someone up. They aren’t supposed to be keeping heroin in their lockers. He should be charged with possession of heroin.

An accomplice is just as guilty as the main actor in the eyes of the law. He might be able to plead to something else if he agrees to testify against the other cop, if charges are ever filed.
