I wouldn’t have blasted him with pepper spray, but this guy sounds like a real dick.

Possibly. On the other hand, a little politeness isn't too much to ask from our
public servants.
Here in North Carolina, the state trooper writing you a ticket will say "Sir" and "Ma'am" and "Please." It's a mark of professionalism.

Pepper spray as the first response to the perp’s refusal to comply with lawful orders is reasonable, justifiable and shows calm restraint on the officer’s part. Now the perp has to ask himself if he wants a real ass-kickin’ on principle or just wipe the tears away, comply, beg forgiveness and hope for mercy.

These guys are YOUR civil servants. You have the right to demand that they represent your country by treating law abiding visitors in a civil fashion and making them feel welcome to our country.
I cannot believe that the worship of jack booted thugs continues on this forum. The officer should be fired. He works for us and it is not his private little country.

the inspector repeatedly ordered him to turn the carI would likely have pepper-sprayed him sooner. Damn, lazy bureaucrats...
