No, not all homeless from the era you chose were called bums. No you didn't live on another planet, but perhaps you had a limited vocabulary or may be you just don't remember. Let me try to refresh your memory.
A few of the words / phrases that were used for the homeless that did not carry a bad connotation were destitute, displaced, without a roof over one's head, bereft, bankrupt, misfortunate, penniless, dispossessed and out on the streets. But by far the most used terms of that day for non bum homeless were 'down and out' and 'down on his luck'.
Not all of the homeless are bums, then or now.

In West Orange, New Jersey they were bums ... period.
Even all the bums were not all called bums. Derelict, drifter, floater, grub, gutterpup, guttersnipe, hobo, mooch, sponge, tramp, transient, vagabond, vagrant, wanderer, etc.
So I was right about the limited vocabulary.
In fact I was called a guinea, wop, dego, greaser, mutt, Polock, and some more names while growing up, because I was half Italian, and half Checoslovacian. And that was by my buddies. ;)
It was a photo op! That’s not real food, it’s that fake kind the restaurants put out when you first come in to tempt you to order it! :-) No food, no hair net needed! It wouldn’t look good on Jackie Kennedy’s reincarnation anyhoo! ;-)

Good link... looks like there’s only one thing that might disqualify the homeless. Here’s one of the terms:
“You have a valid United States Postal Address. In order for us to ship you your FREE phone you must live at a residence that can receive mail from the US Post Office. Sorry, but P.O. Boxes cannot be accepted.” Like they couldn’t figure out how to get around that one.
Other than that, if you have a family of 5 with an annual income $33,480 in Florida you can get one. More Government crapola.
