Not ture. The COLB posted on his website is just as good as any other document when it comes proving birth in the US. The State department accepts it, as does any court in the US. If you see a guy standing in line in the passport office, and he's carrying his desktop and monitor with him to show the Immigration Officer an image of his birth certificate, that will be curiosity.
