The pro-illegal politicians (both parties) didn't really want an efective fence like the original double and triiple barrier designs.

So the government modified the fence design in certain areas so they are relatively easy to defeat but the politicians could still say they built a fence.

The Masters Of The Universe sitting in their thrones in Washington resented being forced by popular opinion to back down on their amnesty package and having to build a partial fence. As a payback they wasted a lot of the money on their gimmicky "virtual fence" and a lot more went on faulty and ineffective designs.
