I don't know; one of the best ways to topple a communist/totalitarian regime is to engage them. Once the people see the standard of living differences, they'll topple their own gov’t (we have examples from the cold war). Cuba is no longer a real threat, as could have been argued in the past, and isolationism hasn't changed them nor is it likely to do so in the future.

Cuba is no longer a real threatBut their allies are.
Do you really want a friend who is the best friend of several serial killers?

Liberals have claimed this for decades, but all it does is prop up communist dictatorships, because thats what they like. The same argument was made in the 90's with China and Iraw (oil for palace progam) and nothing happened.
Conversely, if they want to change a government, like South Africa for example in the 80's, then they are all for sanctions.

Can you name a totalitarian regime which was toppled by our engaging them? The Soviet dissidents like Solzhenitsyn said that our trading with the USSR prolonged the agony of the Soviet people. Our trading with China has only turned it into a military power and trade empire, strengthening the Chicom regime. The South Koreans trade with DPRK, which continues in its Stalinist ways.
