You don’t. Use a little common sense.
He’s saying you take the normal volume of calls to mexico on a normal day and compare that to the increased calls last night. One could estimate that the calls over and above the normal amount are all mexican nationals. Then subtract out the number of green cards issued to mexicans. The remainder would approximate the number of illegal mexicans in the country right now. It wouldn’t be a very impressively accurate accounting, but it would get you in the ball park.
Why do I have to explain this? Are you playing dumb, or are you just stupid?

Most calling card calls to Mexico take what the telecom industry calls “gray” and “black” routes which are clandestine connections to bypass the various taxes and other charges levied by Carlos Slim (Telmex).
White routes (normal paths) are unaffected.

All the government would have to do is start a dragnet in New York City because at least half the Dominicans, Jamaicans and Haitians in this city are here ilegally. One previous poster has it right-they don’t want to do it especially now with Hope-y the Clown as president.

Uh, guess I’m just dumb...but don’t you imagine Americans are more likely to call during a crisis to see if their family, friends, etc. are okay. They may not call on a “normal” basis...but because of the news they’d call.
You can’t compare normal volume to volume during a crisis and come away with anything. Maybe Americans have friends in Mexico, or coworkers who are in Mexico. There may be American vacationers down there and their families are checking on them. Too many scenarios to even contemplate.
