In addition to the many other reasons to highlight the inanity of this action is the fact that it is a race-based test drive of the release policy.
Start out by dumping a few Chinese muslims on the streets. Gauge the reaction from the media and the people, see how they Chinese muslims mingle.
Can't jump right into this stupidity with a bunch of Yemenis or Pakis.
