Since no one has commented on this yet (and I do think it’s pathetic the 911 operator couldn’t handle a bit of language repeated a thousand times on, e.g., The Sopranos):

The “cashing in” is most likely for the subsequent false arrest, when the sergeant detained, cuffed, and then arrested & jailed her on a non-existent charge.

He bad luck is that she is a white blonde; if she were black or Hispanic, there would probably be a federal civil rights violation investigation as well...and the language would have been considered normal, if not restrained.
