How about using Sheriff Joe’s method of treating the incarcerated, i.e., tent cities, peanut butter sandwiches, water and pink uniforms? I wonder why you never hear about cell phone abuse stories regarding his prisoners?

That’s what I thought it was talking about the first time I read it. I was trying to figure out whether this was the latest corrupt U.S. Senator to land himself in prison!

No need to jam the cell phones. Ham radio operators regularly engage in "fox hunts," that is, hunts for hidden transmitters. No reason prison authorities couldn't do the same every time a cell phone goes on the air. No need to jam everyone in order to catch those violating the cell phone ban.
