The place they need to go is easy: Florence ADX. I doubt if there would be a NIMBY response and it is perfectly suited to handle them.
Gitmo will look like Club Med.

Take every Gitmo detainee and lock them up in a Wendy’s in Murthas district.
And guard them with some acorn members.
