Police: Man who shot carjacker had permit(Texas)

An alleged carjacker was shot and killed in north Houston Saturday morning, police said. At about 6:15 a.m., witnesses pulled Darryl Milton Franklin Jr., 37, out of a car that he was reportedly breaking into in the 1100 block of Langwick Drive. As they waited for police to arrive, witnesses saw him attempt to break into other vehicles and even try to commit a carjacking, authorities said. Franklin attacked a man who approached him. The man, who was carrying a permitted concealed weapon, shot Franklin, said Houston Police spokesman Victor Senties. The shooting is being investigated by the District Attorneys Office and will likely be referred to a grand jury, Senties said.

LICENSE, not a permit.

The big story seems to be the “permit”. The TX Lege in passed a law in 2008 restoring the rights guaranteed by the 1876 constitution to pack heat in Automobiles. ( And in pick-ups I imagine). This slipped by somehow and has never been publicized, So all Texans have permits to shoot carjackers.

oh, and what is a good caliber for them? I've got rifles, shotguns and pistols of varying caliber and optics.
I didn't see any boxes or lines on my lifetime hunting and fishing combo license....
hmmmm.... carjackers.. I bet they're like jackalopes

2. What was the race of the man shot shot the alleged carjacker?
If the “dearly departed” actually attacked the man who shot him, one must wonder what could possess the DA to send this case to a grand jury.
