Yes...same person. The bangs and the lighting and a few years age difference between the images is all.

I mean: it does you credit that you are skeptical, but I believe these are indeed images of the same person.
They could be the same, what with make up and hairstyles now a days. My daughter can look drastically different from day to day as she is an aspiring model!

As a portrait painter, I see the pictures as two different women with some similarties. The eyebrows, mouth, nose, chin and jaw line look different.

Yes, though the pics look like they were taken a few years apart. The top picture is a passport photo. I know my drivers license photo doesn’t look other photos of me. Anyway, I believe both are of Neda.

I am trying to account for the age difference, formality of the shot, head covering, etc. What struck me in the first pic posted was the perfectly shaped eyebrows.
In the younger shot, the eyebrows seem to be carefully shaped as well, but seem to get a lot closer to the bridge of her nose. That’s fairly cosmetic .. anyone can get her eyebrows done easily enough.
In both cases, a very attractive Iranian woman (if that’s what these pix are).
