She is under a sun lamp. The libs were pitching a fit because she brought her own tanning bed into the governors mansion, but in Alaska, lots of people do for Vitamin D.

Sunset is at 11:43 PM today in Wasilla Alaska. Remember the days are much longer in Alaska during the summer than in the continental US.
No wonder why Sarah Palin has a nice tan... she runs outdoors and the sun is up until almost midnight.

I went to the site with the other pics and it looks like she used the bronzing lotion that many of us use.
At first I thought it was pantyhose, but looking at the other pics made me realize it was the bronzing lotion.
