Mayor Ray Nagin's advice breaks census rules

Aiming to maximize federal grant money and offer proof of his city's recovery, Mayor Ray Nagin is urging Hurricane Katrina victims still living elsewhere -- and longing to return -- to record New Orleans as their home when the U.S. Census Bureau conducts its decennial head count next spring.

Problem is, that strategy doesn't mesh with census rules, federal officials say.

In an e-mail response to questions about the much-anticipated count, Nagin spokesman James Ross said this week: "An area of major concern relates to New Orleanians working to return here. Many are repairing their homes, and others are trying to work out other life details.

"Mayor Nagin has called for all New Orleanians to list New Orleans as home if they plan to move back, " he said.

The unusual appeal flies in the face of a federal policy dating back more than two centuries that requires people to be counted, with few exceptions, at the address where they are "living or staying" on the official census day, which falls next year on April 1.

"The residency rule is what it's been since 1790, " said Gabriel Sanchez, director of the Census Bureau's regional office in Dallas, which oversees Louisiana, Mississippi and Texas. "We need to count people where they live, not where they plan to live or where they want to live."

Getting an accurate count, he said, is vital to guiding the distribution of $300 billion annually in federal grants and to the distribution of seats in Congress.

This is one of the reasons I DO NOT intend to participate in the next census. I don’t want anyone to know I live alone. What if some census taker decides that he and his friends can conduct a home invasion on me?

And as we know, the Prez wants to conscript everyone for this “volunteer” service. If I don’t participate in the cencensus, they may still find me from tax returns and the like. But I’m not about to make it easy for them to find me.

ACORN has a better than average number of liars and crooks in their org. When the census data is being collected by the ACORN ‘volunteers’, it is not a stretch to believe some of what is discovered will make a quick slide to outside orgs like gangs the ACORN nut is also associated with. Leave it to criminal enterprise democrats to pick a criminal org. to do the U.S. census for them.

Those were the OLD rules. The new Obama-Alinsky-Ayers rules say “win at any cost”.

Manipulation of the census is merely a tool to use to assure one-party Stalinist rule.

I wouldn’t be surprised if a question was added to the census. One such as “How many and what type of firearms do you own?”

I think what will happen is the media and other outlets will try to convince lots of white conservatives and middle-class people in general to not fill out the census forms.

No way, man, it’s not constitutional, they have no right...I’m just gonna put down how many people...You hear that here.

Then when ACORN is sent out for a secondary call to correct things, they’ll pull over in some shady spot and fill in the forms themselves, avoiding nasty confrontation and getting the racial/economic profile Barack and Rahm need for redistricting. And get paid.

If the Blue on the red/blue election maps spreads a mere 2% they need never worry about losing.
