Well, I'm guessing they want running cars that have poor gas mileage off the road. If your car doesn't run then it can't spew emissions. However, global warming is a farce, in the first place, so the whole idea is stupid.

Drivable? That is so you can get to the auto mart and while you wait to see if you are approved for a “Clunker Rebate” - your car is destroyed. Sorry you did not qualify but your car was impounded by the “Greenies” and crushed out back. Here is a quarter call a cab!
