One of the police officers looked very nervous. Notice how he kept swinging and clapping his arms. He was among ACORN plants, all of his race, so he had to show that he was doing all he could to keep the whites from congregating together and talking. But, I think he knew they actually had the right to do so. He just didn't want to loose face in front of his cronies.
