Dirty secret No. 1 in Obamacare is about the government's coming into homes and usurping parental rights over child care and development.
It's outlined in sections 440 and 1904 of the House bill (Page 838), under the heading "home visitation programs for families with young children and families expecting children." The programs (provided via grants to states) would educate parents on child behavior and parenting skills.
The bill says that the government agents, "well-trained and competent staff," would "provide parents with knowledge of age-appropriate child development in cognitive, language, social, emotional, and motor domains ... modeling, consulting, and coaching on parenting practices," and "skills to interact with their child to enhance age-appropriate development."

They have been training,not educating our children and their parents via the Public (Government) schools for many years.

We already have something similar to this in Kansas. It is called, Parents as Teachers. It is voluntary. Both my daughter's used and liked the program. A young teacher came around at set times (frequently with the first new born) or when called by the parent. They gave ideas of things to do with the baby. She taught the parents how to make age appropriate games to play. They checked on the babies development. One grandson at age 2 1/2 was found to have a speech delay and through this program got free speech therapy. He is now 4 and speech is up to par. We sure do not need anything federal. But with local control of the program and with total voluntary participation the Kansas model seems pretty helpful, especially as so many young people do not have good family support when the kids come as everyone is working or out of town.

What scares me is that they will be so in your business they will take your kids.
Watch out parents whose kids like to skateboard, ride bikes, climb trees, jump on trampolines, etc. A few breaks or sprains, bumps and bruises and some moron in DC will decide your child behaves in risky behavior or you are abusing them, and someone will be knocking on your door.

The most entertaining part is that they expect all these workers to be competent. Imagine getting some 22 year old with a fresh whacked out theory
The most sage advice I got on children, though,came in a child development class. The professor started the course saying, “I was the textbook parent until I had my own child.”
Of course now I know how there will be “job creation.” So far there are panels to determine procedures (these people will also need secretaries, etc), parenting visitors, end of life counselors.....

If this is voluntary, it is very similar to a program in Missouri called 'Parents as Teachers'. In rural areas it's very popular. From my experience, retired local teachers visit once every 3 to 4 months. Basically it's play time with an adult, but they can also pin point developmental problems and direct parents to help.
If it's mandatory, then it is a whole new ballgame.
