A Jaguar convertible sits in the driveway of Latasha Jackson's million-dollar mansion in Menomonee Falls. Built on a hill with a sprawling back deck overlooking a pond, the 7,600-square-foot home features an indoor swimming pool and indoor basketball court.
Jackson is not an Olympic swimmer, a professional basketball player or a celebrity of any sort. She is a day care provider in the city of Milwaukee.
She built her fortune with taxpayer funding from the Wisconsin Shares program.
And although documents show regulators had many reasons to believe the 32-year-old mother of three was billing the state for kids not in her care, providing false information and otherwise defrauding the system for more than a decade, they continued to pay her.

The only thing that compounded faster than her ripoff profits were the mistakes and incompetence of the Wisconsin state agencies that were supposed to be providing oversight. I have heard employees express the rationale - well, I’m not making much, or “they” owe me, and I’m just getting what is due me.
Along with greed and incompetence in any government funded programs, including most universities as well as federal and state agencies there is also a lack of competent oversight and subsequent penalties for wrong doing.
Well anyway give the gal some credit. She didn’t blow all that money on drugs and alcohol!

Sounds like most of these government workers were claiming they were only doing their jobs aka “only following the orders”. In other words fraud oversight was not in their purview.
