Next time you screw up your federal taxes or end up owing Uncle Sam, simply write "Rangel rule" on the top of your return and you won't be charged any interest or penalty.

That's the gist of legislation sponsored by Rep. John Carter, R-Texas, commonly referred to as the "Rangel rule."

Of course it doesn't stand a calf's chance at the veal farm. But it focuses a stark light on a broken U.S. House and a despicable double standard that allows a key member to flout the nation's tax laws.

Yet Mr. Rangel is being allowed to retain his chairmanship of the powerful Ways and Means Committee, which writes the nation's tax laws. The House Ethics Committee is investigating -- and no doubt warming a pot of water for a wet-noodle lashing.

Compare this to the fate of former Sen. Ted Stevens of Alaska. The Republican was convicted of tax lapses totaling half of what Rangel supposedly owes. Mr. Stevens' conviction ultimately got tossed for prosecutory misconduct.

If the example set by Congress is to provide an exemption from tax laws for key figures, then the same standard must apply to all taxpayers.

And should you profit as a result, be sure to thank Chuck Rangel for lowering the bar.

Of course if the GOP was in charge, and the IRS dared to investigate, the GOP would give us a lecture about how law enforcement entering the Crapitol building violates the principle of separation of powers.

I think it was yesterday, maybe Thurs that I heard on FoxNews that 'Cadillac' Charlie *forgot* to declare One Million Dollars In Income.

Now how, pray tell, does a po' congressman from Harlem accumulate that amount of wealth where you have One Million Dollars in INCOME? The answer is

... Not Legally!
Maybe Charlie forgot how the Feds got Adam Clayton Powell.

To amend the Internal Revenue Code of 1986 to provide that penalties and interest will not be imposed on individuals who are citizens of the United States.

SECTION 1. SHORT TITLE.

SEC. 2. PENALTIES AND INTEREST NOT IMPOSED ON INDIVIDUALS WHO ARE CITIZENS OF THE UNITED STATES.

`SEC. 7529. UNITED STATES CITIZENS EXEMPT FROM PENALTIES AND INTEREST.


I'll have to ask my Congress Critter to co-sponsor this bill. It is genius.
