the bottom line is/was ... there's no such thing as a czar, so language cannot be adopted to even write a bill or ammendment.

Good points, and continuing that line of reasoning: anything these non-existent "czars" propose is just so much hot air, and anything they try to implement or enforce will be blantant violations of several existing criminal and civil laws.
