The swing in California over the last twenty years has definitely been toward civil defendants. California has had medical malpractice reform for thirty years and the cap on pain and suffering of $250,000 was enacted back then and has never been adjusted upward. A solid 16 years of Republican governors (Duke and Wilson) assured the appointment of conservative judges. Of course, the last decade has been different with Davis and Arnold, but the impact of their appointments won’t really be felt for a while. I think Mr. Meese ought to go back to investigating porn and take his tort reform travelling tour to a state that needs it.
