I seem to remember Bush 41 playing golf the entire month of August 1990 while Saddam invaded Kuwait. Couldn’t bother himself to go to Washington to organize the marshalling of forces.

Even if that were true, a president should hand the war over to the military and let them fight it.
Wars managed by politicians are disasters.
Having been in the Army in Washington, when Saddam invaded Kuwait, I’ll defend GHWB. The afternoon of the invasion, there were study teams put together at DIA and the old Army ITAC. The next morning a dozen of us from ITAC reported to the Army Operations Center intel watch to reinforce it. The AOC was in full operation with planning, logistics, and reserve callup sections active.
Units were being notified for deployment and a brigade of the 82nd Airborne was on the way to Saudi Arabia within 72 hours of the invasion. With modern communications, Bush gave the order to mobilize and it was carried out. There was no need, other than ‘show’ for him to rush to DC to appear to be in charge.
