From what I got from the Lamar Alexander speech, the Feds will mandate the converage and the states can decided whether to be in the federal pool or not. “Opting out” means the state covers its own expenses— not that it doesn’t participate in the program.....

I'm encouraged and also surprised at how upset people are about this. Most people who know me, know that I am a political and outspoken person, so I am not surprised that many folks are expressing their outrage to me..but who is expressing it is a shock. Folks that I have known to 10 and 20 years are stopping to talk about what can be done and how furious they are. These are people that never expressed a view before about anything political.
This is the first year on a new hunting lease, so I am meeting a lot of new people and I have had 3 of them start a conversation about socialism and Obamacare. Strange times we live in and the pressure is building.

"Opt-OUT" is a LIE and a FRAUD!! period.
The people of ALL STATES will be PAYING for OTHER STATES, so NO ONE WILL OPT OUT because those people will be paying TWICE AS MUCH!!
They think we are SO STUPID.

IIRC, states may opt out of federally mandated speed limits, seat belt laws, & DUI limits, if they also do without fed. highway funds. Very few opt out.

As in, Ok you can opt out but you still must pay..
