Sowell,... actually documents the origins and evolution of the redneck culture. He makes the excellent, and unchallenged point that the inner-city culture celebrated by many blacks today is, in fact, derived directly from the redneck culture - which had its origins in England. If I recall correctly, James Webb makes the same point in Born Fighting.
