Landrieu leans yes in Sat. cliffhanger
politico.com ^ | Nov. 20, 2009 | CARRIE BUDOFF BROWN

Sen. Mary Landrieu (D-La.) said Friday night that she’s “leaning towards” voting to start debate on the health care bill – which would leave Democrats just a single vote shy of clearing a critical test for the reform package on Saturday.

Asked outside the Capitol if she’s made up her mind on starting the debate, Landrieu said she planned to announce her intentions Saturday but told POLITICO, “I’m leaning towards it.”

That would mean Senate Majority Leader Harry Reid’s hopes for a successful vote hinge on one senator: Sen. Blanche Lincoln (D-Ark.), who remained mum about her intentions as the clock ticked down to the critical vote.

Lincoln told POLITICO Friday afternoon that she has no timetable to make her decision ahead of the vote, scheduled for 8 p.m. "I was told I have time to make my decision," Lincoln said.

And Sen. Ben Nelson (D-Neb.) announced he would vote yes on going ahead with debate, even though he is calling for significant amendments to the bill on the floor.

Democrats from the White House to Capitol Hill projected confidence that Reid would have the 60 votes needed to start debate on health reform, despite the reservations expressed by senators on various details in the bill.

He’s also calling them the kamikaze senators.

Question: The way Harry Reid has stacked this deck, can even the Dems get their say without moving to debate?

I think Reid backed himself into a corner here. His own party isn’t backing him unquestionably. It seems all have ‘necessary’ changes to HIS bill.

If this vote dies, healthcare in the Senate would be dead (I think) for the foreseeable future.

If it goes to debate, he will have to make changes. Once the changes are made it’s a 50/50 chance it will pass.

If it passes, it will have to go to Conference Cmte with the House. They are worlds apart on provisions and a compromise may not be available on all dearly held issues.

If a Compromise bill is rendered, will it pass a vote in both houses with constituent pressures of late.

Then the Pubbies haven’t even weighed in ... course Reid and Pelosi can pull a maneuver to ‘nuke’ them out. But that would mean disaster for this Democrat Congress.

Sen. Landfill, I think, will vote the Party line. She has no choice.

Tomorrow’s vote... from the same article.

Lieberman did say he’s “strongly inclined” to vote to proceed to the debate, but that he’ll ultimately vote to block a floor vote on the bill if it isn’t changed first.

This doesn't make sense. The vote scheduled tomorrow is to end "debate" as in to have cloture [filibuster] on this issue and go to a straight up and down majority vote. It appears to be double talk ; debate is already ongoing. Any leverage Lieberman had would end tomorrow if he votes for this abomination.

This vote tomorrow is to officially bring the bill to the floor for debate/action. It takes unamious consent to do most things in the senate and to bring a bill to the floor is usually done that way. But if there is an objection then it has to be voted on. What Reid is looking for is a 60 +vote so the bringing of the bill to the floor can’t be filibustered. Once on the floor to end debate will require another 60+ vote if the vote call isn’t unamiously agreed to. Once that is accomplished then a 50 vote will passed the bill with Biden acting as the tie breaker. That’s my understanding of the process at this time.

Then his past statement to block this atrocious bill was meaningless. He won't have any pull to stop the "public option plan" that he says he's against.

Landrieu, Nelson, and Liebermann are not even necessary to Reid as long as he has at least a dozen of the GOP marxists at his beck and call. “Cliffhanger?” Give me a break. there are only a score (at best) of conservatives in the Senate. With a majority of 80 potential votes Reid’s job is a walk in the park.
