This vote tomorrow is to officially bring the bill to the floor for debate/action. It takes unamious consent to do most things in the senate and to bring a bill to the floor is usually done that way. But if there is an objection then it has to be voted on. What Reid is looking for is a 60 +vote so the bringing of the bill to the floor can’t be filibustered. Once on the floor to end debate will require another 60+ vote if the vote call isn’t unamiously agreed to. Once that is accomplished then a 50 vote will passed the bill with Biden acting as the tie breaker. That’s my understanding of the process at this time.

Then his past statement to block this atrocious bill was meaningless. He won't have any pull to stop the "public option plan" that he says he's against.

OK, that makes sense. It’s only a vote to debate it on the the floor. Seems like a nutty Senate procedure to just vote to debate an issue.
Landrieu, Nelson, and Liebermann are not even necessary to Reid as long as he has at least a dozen of the GOP marxists at his beck and call. “Cliffhanger?” Give me a break. there are only a score (at best) of conservatives in the Senate. With a majority of 80 potential votes Reid’s job is a walk in the park.
The senate requires unamious consent on most all things done. If thay isn’t given then they have to get a vote. Just their rules which do make for compromise or things won’t get done unless you have a super majority to break all filibuster actions.
This has been confusing, but tomorrow night is only a procedural vote to bring the bill to the Senate floor for debate (60 votes needed). Then they have the debates where amendments can be offered. Then they have another cloture vote needing 60 votes to end the debate and amendments, to be followed by the simple majority vote on the bill as amended.
Some commentators have said that it always takes 60 votes to bring a bill to the Senate floor for debate and amendments. It might be that that is usually pretty perfunctory, and that it is receiving unusual emphasis on this particular bill.
Landrieu is going to be in a world of hurt with the Catholic Church in Louisiana. This is the only opportunity to stop federal funding of abortions in the Senate bill (would take 60 to amend), and this bitch knows it. Problem is that she doesn’t face the voters again until 2014.
You will have about 10 to 12 democrats hold their vote to see how Joe Liberman votes. If Liberman holds to his word and the GOP does not lose a vote, the thin skinned democrats I mentioned above will vote no to cloture as well.

You are dead wrong. Every GOP Senator will vote NO tomorrow night. Keep up with us, please, I am damned tired of repeating this FACT over and over. The 41st vote matters. We could kill this with 1 more vote. Our odds are 1:5.

I'd never noticed before that it takes 60 votes to bring a bill to the floor for debate and amendments. - Maybe we'll get the definite confirmation on that Senate rule in some of the coverage tomorrow.
It matters because once they take up this bill, it will take 60 votes to amend it. Regarding the abortion language, there will be no way they can muster 60 votes to override the federal funding of abortions in the Reid bill. This is why the House liberals are jumping for joy. Reid has done for them what the Stupak amendment prohibited.
She didn’t get $100 MILLION to LEAN yes. She’s a yes. All the way.
