IMO, it isn't a matter of whether Carter thinks Bush was a good or bad President. It is a matter of courtesy - Carter can think what he wants, but Presidents, past and present, have historically declined to pass judgment, publicly, about another president.
In his last days in office, Clinton severely abused the presidential pardon. I so wanted to hear Bush condemn those actions.
