The problem? The welds. Caltrans, which normally inspects about 20 per cent of a project's welds has found so many problems it now is inspecting 80 per cent before accepting the finished product.

One would think that this would be the producer's problem if there were properly written contracts.

My Grandfather worked on both the Golden Gate and Bay Bridges as a riveter back in the day. I still have one of his tools--a super long crescent wrench with a long spike tail for poking out rivet bolts.

He was on the bridge (GG) the day several men fell to their death. Went out drinking to commiserate or whatever and grandma was beside herself because he didn't come home that night and she thought he among the dead... What a time...

That meant on top of the $5.4 billion Caltrans said it knew it needed,
almost five times the original estimate, the legislature also put
aside almost $1 billion more.
That is considered an extraordinary amount for any project.

Not in The Bankrupt State of California.

Maybe five years ago I gave my cousin from Texas a tour of the UCLA
campus.
He was stunned by the amount of ongoing construction projects,
including (IIRC) The Nanotechnology Center.
I told him that normal economics don’t apply in California!

The Bay Bridge goes to San Francisco and therefore a Bridge to Nowhere.

An earthquake will destroy the city and expenditures on the bridge is money wasted
