Winchester to Deliver 200 Million 40-Cal. Rounds to Homeland Security

WASHINGTON, D.C. -- Winchester Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.

The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester Ranger line.

It wouldn’t surprise me if the Winchester plant where this ammo will be manufactured is in some democrat congressman’s district who could be in a tough race next year.

Jacketed hollow points are what you use to shoot people or animals with.

Full metal jacket rounds are practice rounds: cheaper because they’re easier to make. Of course, when you’re shooting on the gov’t dime, you can practice with full defense loadings.

Our troops get the shaft and have to use FMJ because of the 1886 Hague Convention’s obscure wording designed to make sure no scary future exploding rounds would be developed. I don’t know why the higher ups don’t just announce that the FMJ standard is BS and switch us to JHPs.

Way our cops aim, they need it. Remember out here a few years back - 13 cops fired over 100 rounds and missed the guy... killed the van he was in but missed him.

The total population of the US is about 307 million people.

Firmly tightening the tin foil hat, what big plans does ICE and DHS have for the coming years?

HPs don’t work as well for vehicles. They expand on hitting the metal or glass and lose a lot of their energy.

I’m thinking that this is destined for Obama’s Civilian Defense Force. he’s using Homeland Security to temporarily hold the stuff until he can wage war against those who voted against him.

I'll probably get flamed but I see no reason for the .40. If you want a good sized flying ashtray bullet, carry a .45. If you want small and concealable, carry a 9mm with decent rounds. But why take a wonderful cartridge (10mm) and neuter it because some government agents had trouble with the recoil?

At least they've chosen the 135 grain, which makes a lot more sense then the 150 to 165’s they were carrying. It's still an in-between cartridge that I just don't see a need for.

Take the money out of your wallet in higher taxes. The money that you’d use to buy yourself ammo but you don’t have it anymore.

You are paying to arm them to come after you someday.

The Federal Government goes on a massive spending spree every late August through September as "end of year" money needs to be spent. Not spending money results in that money not only being returned to the treasury, but subsequent years' budgets reduced (OMB, etc, look at any surplus and project subsequent budgets down ... since an agency with a surplus just has too much money to begin with).

There are all sorts of stories about obscene quantities of "stuff" that gets purchased with EOY dollars. The one that really stands out to me is how DoD, in the late 1970s, bought something like 150 YEARS worth of mainframe punchcards in order to completely spend their budget.

Duh, the article is from late August. Definitely an EOY buy, nothing sinister involved, unless you consider abuse of taxpayer $$$ to be sinister ...
