China tells U.S.: No deal

COPENHAGEN — China’s climate negotiators have told Western counterparts they can’t agree to an “operational agreement” on climate change that President Barack Obama had hoped to bring home from Copenhagen –- and will push for a short, noncommittal collective statement at the end of the talks, according to American staffers briefed on the situation.

It’s not clear if remarks by Chinese officials, made during negotiating sessions on Wednesday night, signal the end of efforts to reach a significant agreement or simply represent an 11th hour bargaining tactic less than a day before Obama was due to arrive in Copenhagen.

But U.S. officials fear it's the former, with little time left to negotiate a real deal before COP 15’s conclusion Friday.

Lead U.S. negotiator Todd Stern told POLITICO late Wednesday that his staff had not engaged in one-on-one “bilats” with China for a whole day – and hadn’t even addressed a major issue, a proposed “border tax” on countries that flouted international accords. That provision was included in the cap-and-trade measure the House passed in July – and no bill omitting it is likely to pass the Senate.

They are doing us a favor, but only incidentally.

This is true. Even China didn't see someone as far left as zer0 being inflicted on the USA. They're probably just as upset as we are (well, almost.)

Very interesting that the Chinese apparently felt bound to follow any treaty reached at this farcical aquatic display. I fully expected China to agree to anything to get the USA to dismantle what little industry we have left, and then thumb their noses at the world and simply not comply with the treaty.

In any event, this whole thing was a non-starter for them. They never had any intent to reduce their “carbon footprints.” They know it’s all a hoax.

Clinton says lack of China CO2 transparency 'dealbreaker'

COPENHAGEN: Failure to reach agreement with China over greenhouse gas emissions transparency could be a dealbreaker for the United States at UN climate talks, secretary of state Hillary Clinton said on Thursday.

"It would be hard to imagine, speaking for the United States, that there could be the legal or financial commitment that I've just announced in the absence of transparency from the second biggest emitter, and now the I guess the first biggest," Clinton told a news conference after announcing the US would join in $100 billion a year financing to help poor nations tackle climate change.

"There has to be a willingness to move toward transparency in whatever forum we finally determine is appropriate. So if there is not even a commitment to pursue transparency that's kind of a dealbreak for us."

China has overtaken the United States as the world's top emitter. It has rejected calls to allow international checks of its emissions under new targets.

Speaking of Copenhagen, tomorrow’s high is expected to be 29 degrees, with snow all day. The average high for this time of year is 39 degrees.

Winter often works in the world's favor -- Think Napoleon and Hitler attacking Russia, the German's bogged down at the Battle of the Bulge, and a cold December day in Denmark that makes the most ardent global warming supporter think think twice about his position (though he won't change it as it is not about "saving" the planet, but about gaining power).

Some updates today on the CO2 war on Capitalism:

- statement by active DC lobbyist today that all comments to the latest EPA posting in the Federal Register to regulate CO2 ends in 11 days, December 28th (that’s right folks, there is no 90-day comment period this time around)

- Zero’s plans to cut CO2 80% will only result in 16/1000 F change (that’s sixteen-one-thousandth of a degree Farenheight)

- EPA rules will impact 6 million buildings in the US

- many legal entities today will become illegal, overnight, until they procure a PSD permit (prevention of significant deterioration) ... permits are mandatory if you emit more than 250 tons CO2/yr and cost $125,000

- Remember, the US Supreme’s said EPA can regulate “greenhouse gases”, forcing the EPA to enforce an “internal attorney opionion” written by Carol Browner in the EPA under Bill Clinton 10 years ago ... this was before she ran off to the communist organization “Socialist International”, and prior to becoming the Climate Czar for Zero
