Repeal of immigrant tuition bill draws support from state senators

Nebraska lawmakers are set to again consider repealing a law that offers tuition breaks to some illegal immigrants, and the looming debate is already drawing support.

A majority of lawmakers participating in an Associated Press pre-session survey say they support rescinding the offer made after lawmakers fought to override Gov. Dave Heineman's veto to pass the law in 2006.

Of the 33 senators responding to the survey, 18 said they support repealing the measure, while six said they don't. Eight said they're unsure. One senator, Amanda McGill of Lincoln, didn't check an answer, but offered a comment asking for more sanctions on businesses.

"Immigrants come here for jobs," she said. "Not for tuition."

The 2006 law benefits students whose parents brought them to the United States illegally. It allows Nebraska high school graduates who aren't U.S. citizens or legal residents to attend a Nebraska public college or university at the in-state tuition rate. They must have lived in the state for at least three years and must be pursuing or promise to pursue legal status.

Sen. Charlie Janssen of Fremont introduced an amendment earlier this year to repeal the law, but was blasted for tacking it onto another immigration bill after it made its way through committee debate. Janssen backed off, but promised to bring the tuition issue back.

He now plans to introduce the legislation next month and says he has an obligation to do so.

"The federal government has failed to act on this and now we're being forced to act on this," he said.

Students currently participating in the program and those who have applied would be exempt if the law were repealed, Janssen said.

As of mid-December, 35 such students were enrolled in the state university system, according to figures compiled by Janssen's office. That includes 17 at the University of Nebraska at Omaha and 15 at the University of Nebraska at Kearney. State colleges reported none, and community college officials didn't immediately respond to a request for the information.

Janssen's office didn't have data on past enrollments.

Supporters of Nebraska's law say it gives an incentive to students to remain in high school, get an education and eventually contribute to society and the economy of the state.

Lawmakers shouldn't punish those students, said Sen. Bill Avery of Lincoln.

"They are the future of our nation and having an educated work force will be necessary in the coming decades," he said.

Opponents say it's unfair to offer a discount to those breaking the law. They also say it sends the wrong message about Nebraska's stance on illegal immigration.

"It is unfair to the citizens who must support the benefit, and it is unfair to those across the world who abide and respect our rule of law," Sen. Tony Fulton of Lincoln said.

Nine other states - California, Illinois, Kansas, New Mexico, New York, Texas, Utah, Washington and Wisconsin - have such in-state tuition laws for students who are in the country illegally. Oklahoma repealed its law in 2008.

I remember a few sit-ins at the capital building in Tallahassee when I was in college. We protested a law very similar to this that was thankfully squashed by then-governor Jeb Bush and the Republicans in the State House.

It’s absolutely inconceivable how lawmakers can justify provisioning of tax monies for people who don’t pay taxes in order to provide them with an education. I’m sick and tired of American schools using American taxpayer dollars to educate those from outside of America.

At that low wage, with six dependents, he pays no income tax, so each year, he files an Income Tax Return to get "EITC---earned income credit" of up to $3,200 scot-free.

He qualifies for Section 8 housing and subsidized rent. He qualifies for food stamps and no deductible, no co-pay free health care. His children get free school breakfasts and lunches. The kids qualify for monthly SSI checks by faking ADD; the illegal and his wife get SSI bu faking being aged, blind or disabled; SSI qualifies them for Medicare.

Plus illegals don't have to worry about pricey items like car insurance, life insurance, or homeowners insurance, and they qualify for relief from high energy bills.

ALL OF THAT IS COLLECTED WITH JUST ONE IDENTITY Evidence shows illegals establish several identities with phony SS nos and fake documents (which these "poor immigrants" buy from document brokers for several thousand dollars). All those phony identities vote, too.

The illegal gravy train increases our costs---state and federal taxes, homeowners and auto insurance, utilities and healthcare, so that greedy illegals---violating our borders with their hands out----can enjoy a perpetual free ride on the US gravy train.

Next time a middle class American family puts off getting braces for one of their children, they should KNOW what illegals are costing them.

Is this a joke? How in heck could there be any policy or law that rewards illegals with tuition in the first place. Illegals should be deported not educated on taxpayer dollars. Now that I think about it my wife who just recently graduated from college had one classmate who is an illegal. Said classmate was going to school for “free” on government grants. As a matter of fact her husband is an illegal too working for the city as a firefighter. Guess what they also have 5 anchor baby kids. Who pays for all of this? As soon as she graduated what did they do? They moved to Florida to live the good life. Only in America.

Liz, thank you so much for you reminders about how easy it is to get largesse from the US government. Part of me wants to give up all of my possessions and live off the teat, but I love my God, my guns, and my Liberty a little too much!

And as far as healthcare for illegals, that is slowly changing with the advent of biometrics in our hospitals.

I work for a major hospital system, and we implemented a palm scanning program at all of our EDs and registration kiosks where the incoming patient has to have their palm scanned to verify their identity. Indigent care is the highest cost for most hospitals in the US, and this system catches multi-immigrant homes with one SSN.

The first person who uses the SSN and scans their palm will be permanently linked to the SSN. If they try to use the same SSN for a different member of their family, it will deny them access to the facility. I opted out of this program on my visits to the hospital, but many are taking advantage of it; many of our local paramedic corps are using this technology to look up the identities of unconscious crash victims and the like.

Cool tech, but I’m not ready to give up my palm scan yet.

(CNN) For years, children from Ciudad Acuna, Mexico, have attended schools across the border in Del Rio, Texas, but this week that changed for students who cannot prove residency. The local school superintendent imposed new regulations to stem what he said is a long-standing problem for the district. "I have seen van loads of kids with plates from Coahuila State (in Mexico) pulling in front of the school," San Felipe Del Rio School Superintendent Kelt Cooper told CNN. "Everyone knows what is going on. It's real blatant." Cooper, who joined the district 11 months ago, previously was superintendent in the border town of Nogales, Arizona, where he had to deal with similar circumstances. There, he remembered, he once had 32 students with the same home address. When district officials checked, the property was a vacant lot.

In Del Rio, Cooper said he began to notice "there was some slackness in the protocol" dealing with proof of residency. "Border towns are really unique," Cooper told CNN in a phone interview. "There is a lot of fluidity between the two cities. Having grown up in the border, I know this is very common." Last week, Cooper received confirmation from authorities at the International Bridge border crossing that some 540 school-age kids were crossing the bridge in the mornings. Cooper said the situation was "getting out of hand," and on Wednesday he dispatched district staff members to the bridge to talk to the parents accompanying their children from the Mexican side.

The staff was able to identify 195 students that could be barred from the district's schools if they failed to provide proof they lived within the district. Three of the students were Carla Gomez' children. In a phone interview, Gomez told CNN she lives in Del Rio with her sister-in-law, but she travels back and forth to Ciudad Acuna to see her husband, who was deported.

On Wednesday, Gomez was stopped by school district staff and received a letter saying that her children would be dropped from enrollments if she couldn't provide proof of residency. To prove residency, the district requires parents or guardians to provide an official document such as a utility bill, lease or proof-of-rent payment, none of which Gomez said she can provide since everything is in her sister-in-law's name. She said her only alternative may be homeschooling her children.

Cooper said he knows some of the parents who received letters are upset, especially those with children who are U.S. citizens. But he said the issue is a matter or residency, not citizenship or immigration status. "Citizenship is a moot point. It really comes down to whether you live here," Cooper said. "Frequently, they (Mexicans) come with the impression that their kids are U.S. citizens, so they can go to school here," he added. "I am not U.S. Border Patrol, Customs or INS. If you are a resident here, you get to go to school here, if you don't, you don't. This is not a matter of border enforcement."

A 1982 Texas Supreme Court ruling protects students from being discriminated upon based on immigration status, but Texas law states the student must live in a school district's area to attend a school within that district. Cooper and his staff are trying to work out a tuition system for students who cannot prove residency. He is in talks with state agencies to calculate an appropriate tuition fee, but the school board would first have to approve the program. "We are saying if we have room, you can pay tuition. We don't want this to be a burden on taxpayers.

Some of the parents we have talked to have expressed interest in paying tuition," he said. But as Cooper has learned this week, the tuition program has proven unsuccessful in other cities. He has spoken with three superintendents of other border school districts, all of whom have said to him they tried the tuition program but it didn't work. "I got the impression from them it was not worth the hassle," he said. But losing non-resident students could wind up costing the district. Cooper estimated that in a worst-case scenario, the district could lose some $2.7 million in state funding since budgets are based on attendance. We need to see audits of all these latino agitator groups to determine the extent of Third World government funding---as well as cell phone records and emails to gauge when the agitators get their orders from Third World governments.

Amnesty critics say our CIA and State Department are well aware of the dark side of Mexico and regularly brief U.S. presidents on the reality south of the border.

Despite this, President Bush and now President Obama have been secretly working to integrate the US and Mexico into a common political and economic unit.

“It is unfortunate that Mexico got off to such a bad start,” said Glenn Spencer of the American Patrol Report,” but it is wrong to sacrifice the United States of America to correct problems south of the border.”

Spencer said while Mexicans are being besieged, which is nothing new for them, Americans are being betrayed by a government that refuses to protect them.

540 X $7.00 = $3780 per day X 5 = $18,900.00 per week plus free breakfast and lunch.

How many teachers are required for 540 students?

It is insane to provide reduced college tuition for illegal aliens. They should not even be in this country. It makes no sense, and there is no reason to do it.

NEWS FROM THE GRAVY TRAIN Mexico's savage drug war creates new classes of refugees whining for "Political Asylum." Social Security has a "persecution" classification (originated for those claiming religious or political persecution from Eastern Bloc countries).

Now the Mexican govt is coaching its citizens to pour into the US, whining about "persecution from abusive spouses, and from drug wars." Some of these whiners are wealthy people, squatting on US soil, intent on draining the US treasury.

THE RIPOFF UP CLOSE Social Security provides outrageous government financial aid to "refugees" claiming "persecution." These people never paid a dime into the SS system; yet, they can collect seven years straight...... and can get extended payments if they are politically well-connected. The SS checks can amount to $1000 a month, and more. The category was created for those coming from eastern Europe and other Soviet satellite countries circa WW II....and they're STILL collecting.......connivers draining the US Treasury.

"How are asylum authorities going to substantiate these claims when we know that domestic violence in this country can be a complicated thing," said Ira Mehlman, a spokesman for the advocacy group Federation for American Immigration Reform. "This is getting us into personal relationships, and that's not where asylum law ought to go."

Mehlman said his organization opposed expanding the asylum law, which was created in 1980 largely as a means for Communist Bloc citizens to defect while visiting the U.S. in a diplomatic role. Backers of the law at the time estimated that claims would average around 5,000 a year and drop off significantly after the Cold War ended.

In fiscal year 2008, the government received 47,459 asylum claims and granted 10,743 - a decrease over the previous year's 54,957 applications and 12,807 approvals. Immigration attorneys insist that asylum applications won't spike if the administration expands protection to battered women.

The bigger problems is their (illegals) kids are rewarded with the same citizenship we have with all those benefits legally, after they are delivered in US hospitals at our expense. And then they grow up to vote democrat.

How to create a liberal? Put them on the dole at birth and tell them that is what saved them.
